Referring to Your Lordship's

Confidential Despatch of the 11th. September last, I have

the honour to forward for the signification of His

Majesty's pleasure an Ordinance entitled "An Ordinance to

amend the Chinese Emigration Ordinance, 1889".

The customary report of the

Attorney-General is annexed.

I have interpreted the instruct-

-ions contained in the second paragraph of Your Lordship's

above quoted Despatch in the sense that no amendments were

to be introduced into the bill which should in any way

alter or affect the essential provisions of the principal

Ordinance with regard to the status and treatment of the

Chinese emigrant whether free or under contract. I have

however, assented to a number of minor amendments, for the

most part verbal, which I will explain in detail:-
